Problem Note 31728: Graphics output might be missing from ODS PDF output when using ODS LAYOUT
Graphics output might be missing or misplaced when creating ODS PDF output using ODS LAYOUT. The problem typically happens when using absolute layout, with ODS REGION statements to place one or more graphs on a page. While no errors or warnings are written to the SAS Log, one or more graphs will be missing from the resulting PDF output.
To circumvent the problem, use PROC GREPLAY or ODS PDF with the STARTPAGE=NEVER option to put multiple graphs on a page.
